No Codes outside city limits smart?

It seems that the city of El Paso has an issue with builders going outside the city limits to build homes for our rapidly expanding city.  According to the story, as long as there is potable water and sewage, you can build anywhere outside the limits. 

What this story totally misses is the second reason why builders are going outside the city limits: Smart Code.  It's as simple as this.  Let's say you have an elote en vaso stand (corn in a cup).  We'll call this business Chuco's Elotes.  Chucos Elotes is located on the north side of mesa.  There is another elote stand on the opposite side of the street called Cheapos Elotes.  Same corn.  Same spices.  Same amount of margarine oozing out of it.  Same everything, but the cup.  Chuco's Elotes has to use a "special cup" that makes the city of El Paso feel warm and fuzzy.  Cheapos Elotes can use any cup he wants, because he's outside the city limits.  In fact, he can give you more corn for your money since he doesn't have those nebulous and trivial city restrictions on his cup!!  SO, where are you going to get your elote fix?  Chuco's or Cheapos?  The answer was clear to my five year old niece, so why isn't it clear to the scholars downtown?  Beats me......
